Call forwarding your cell phone?

The caller couldn’t reach me after multiple attempts. He explained that the phone rang eight times and the answering service doesn’t answer! After eight rings and nobody answers, it is a lot of rings to be waiting. Every once in a while we are able to find a technical reason why a phone may over ring, and we're able to resolve the issue. This reported telephone over ringing turned out to have a technical explanation.

The phone number dialed was a Blackberry mobile phone. The mobile phone is set to call forward all calls:

*If Busy
*No Reply
*If Not Reachable (no answer)

The mobile phone device was a new Blackberry Bold (that I like very much) that was only recently configured. It turns out that the mobile phone company had the phone set to ring for 20 seconds before forwarding. It also turns out that with the phone set to 20 seconds the caller hears eight rings, while you may only hear two very long rings. The phone company has control over the ring time. They were able to change the ring time to 10 seconds, and significantly reducing the telephone ring count that the caller hears.
